Transcarpathia Region (Ukraine)

The cooperation between Maramureș and Transcarpathia Region has a long history, a declaration of intent being signed on the 19th of December 2007. The cooperation has grown over the years due to several cross border cooperation projects submitted in partnership. Finally on the 12th of May 2018 on the occasion of the fourth edition of Good Neighbor Days in Sighetu Marmației, the twinning agreement has been signed by the 2 regions.
Transcarpathia Region (Zakarpatia Oblast) is located in the Southwest of Ukraine, being the only Ukrainian administrative division which borders upon four countries: Poland, Slovakia, Hungary and Romania.

About 80% of the territory of this land is occupied by mountains, Transcarpathia Region encompasses two different natural regions, the Tisa Lowland and the southern watershed of the Ukrainian Carpathian Mountains.
On the territory of this region, in Rahiv district, there is the geographical centre of Europe. With an estimated population of 1,259,158 inhabitants Transcarpathia Oblast is subdivided into 13 districts (raions) and 5 city municipalities of regional importance, the administrative centre of the oblast being the city of Ujhorod.

The Transcarpathia Oblast mostly consists of mountains and small hills covered with deciduous and coniferous forests, as well as alpine meadows. Mountains cover about 80% of the oblast's area, and cross from North-East to South-East. The Primeval Beech Forests of the Carpathians, part of which are located within Transcarpathia Oblast, were recognized as a UNESCO World Heritage Site in 2007.

Transcarpathia Oblast incorporates four unofficial geographic-historic regions (counties): Ung, Bereg, Ugocsa and Northern Maramures.

Cooperation Relations between Maramures County and Transcarpathia region

Signing the twinning agreement between Maramures and Transcarpathia

The cooperation between Maramureș and Transcarpathia has a long history, a declaration of intent being signed on the 19th of December 2007.

The cooperation has grown over the years due to several cross border cooperation projects submitted in partnership. Finally on the 12th of May 2018 on the occasion of the fourth edition of Good Neighbor Days in Sighetu Marmației, the twinning agreement has been signed by the 2 regions.
The twin Ukrainian region has actively took part in some of the main events organized by our institution, between the 20th-22nd of December 2019 at the ninth edition of”Christmas in Maramureș” and between the 17th-19th of May 2019, at the fifth edition of ”Days of Maramureș County – Come along to Maramureș”. These events gave the opportunity for the Ukrainian delegation, to reconnect with the Ukrainian minority that lives in our county.

Activities within the partnership

Between 20th-21st of March 2019, representatives of our county participated in Nyzhnje Solotvyno, to the Joint Monitoring Committee of ENI 2014-2020 Cross border Cooperation Program and to the closing conference of the former ENPI 2007-2013 Cross border Cooperation Program. Within these events, Maramures county has presented two projects implemented under the umbrella of these financing programs: Pl@NETour: “Creating a tourism product and infrastructure for a cross border cooperation network in scientific tourism” and SEED Center –“Demonstrative Educational Center for Renewable Energies” .
Between the 10th-13th of January 2019, upon the invitation of the Governor of Transcarpathia Region, Maramures has participated to ”Vasylya” Festival, an event dedicated to the celebration of Saint Basil.
On the 20th of February 2018, representatives for Transcarpathia region visited Maramures in order to commonly identify points of interest for future projects to be submitted under the cross border financing program 2014-2020.
The visiting center from Crasna Viseului, set up within the Ecotur project, in May 2010, has represented another opportunity for Ukrainian region to identify new directions within the cooperation of the regions. Experts in the field of water management and from the Rahiv Biosphere Reserve came to Maramures, aiming to develop cooperation in the environment protection area.
In 2009 a cooperation agreement was signed between our institution, the representatives of a local and regional television and the state company of television and broadcasting Transcarpathia.
In 2008 in the framework of the Carpathian Euroregion cooperation, a special meeting took place between the leaders of the regions. Moreover, the Euroregion has always provided the premises for many successful initiatives like exchanges of experience, best practice transfers and project for the two twin regions.
Another active component in the cooperation of the 2 twin regions has been represented by a mutual interest to promote and implement cross border cooperation projects, as follows:

Under the financing of ENPI HU-SK- RO-UA Cross border Cooperation Program, the following projects have been implemented:
  • CBC Parliament – a virtual parliament that set up several digital instruments to communicate and exchange information in the border areas of Slovakia-Romania-Hungary-Ukraine.
  • European Exchange School- a cooperation platform for educational organisations in the border areas of Slovakia-Romania-Hungary-Ukraine, where Maramures County Council and the Agency for Energy Management of Maramureş joined forces in a common partnership.
  • Increasing the management capacity and response in case of natural disasters in the cross border area
  • Pl@NETour: “Creating a tourism product and infrastructure for a cross border cooperation network in scientific tourism”
  • SEED Center –“ Demonstrative Educational Center for Renewable Energies”
Formerly, the twin regions have strengthen exchanges under the umbrella of Phare CBC Cooperation Program:
  • NEURON – network for integrated coordination and monitoring of local development strategies in the border areas of Maramureş - Transcarpathia - Ivano Frankivsk regions;
  • Transcarpathian Tourism - network for promoting tourism in the border areas of Maramureş-Zakarpatia-Ivano Frankivsk regions;
  • GRANITA MM – developing and managing the border infrastructure for increased in the border areas of Maramureş - Transcarpathia;
  • MAGIC – communication instruments and socio-economic development in the border area;
  • ECOTUR – tourism in the Transcarpathian region.
