Panevėžys District (Lithuania)
The official signing of Cooperation Agreement between Maramureș County and two administrative units of Lithuania, Panevėžys City Municipality and Panevėžys District Municipality, took place on 12th of March 2015, in Panevėžys, in the presence of the Romanian Ambassador to Lithuania, who emphasised the importance of the cooperation development through concrete actions, to give substance to this partnership.
Panevėžys District Municipality is one of 60 municipalities in Lithuania. The district is located about 150 km from major centers of the Baltic region such as Vilnius (capital of Lithuania), Kaunas and Riga. The distance to the nearest port in Klaipeda - 250 km. This area is also near the highway with a road network that connects from Berlin via Warsaw, Kaliningrad, Klaipeda, Liepaja, Riga, Tallinn and St. Petersburg. The district can be reached by rail from the East and West.
Panevėžys District has beautiful landscapes and hard-working people live there. The district’s surface is 217.8 thousand hectares, while the land used for agriculture occupies 57.3%, forests - 33.1%, water - 2.1%, towns and cities - 2.1%. The population is more than 42 thousands of inhabitants, most of them being Lithuanians.

Consequently, Panevezys district is an agricultural area. Priority in agriculture is given to the growing of grain and rape. It is recommended to develop these alternative activities: organic farming, forestry and wood processing industry, producing of bio-fuel and bio-power, other leisure services. Rural tourism is being developed in Panevezys District, especially attractive is Regional park of Krekenava and location of wisents (European Bison) in Pašiliai. The most important types of industrial production are wood products, furniture, meat and bakery products.
The municipality implements the strategic plan for the development of Panevėžys District for 2016–2022, which envisages the priority development directions, goals and means of achieving them.

COOPERATION BETWEEN MARAMURES COUNTY AND TWO TWINNED ENTITIES FROM LITHUANIA - PANEVĖŽYS DISTRICT AND PANEVĖŽYS CITY

The official signing of Cooperation Agreement between Maramureș County and two administrative units of Lithuania, Panevėžys City Municipality and Panevėžys District Municipality, took place on 12th of March 2015, in Panevėžys, in the presence of the Romanian Ambassador to Lithuania, who emphasised the importance of the cooperation development through concrete actions, to give substance to this partnership.
The twinning between Maramures County and Panevėžys City and Panevėžys District have been possible due to the efforts of the Romanian Embassy in Lithuania to support the conclusion of collaboration and twinning agreements between local authorities of Lithuania and Romania. As result of that effort, two preliminary visits for mutual acquaintance have been carried out, in April 2014 in Panevėžys and in September 2014 in Maramureș.
The twinning between Maramures County and Panevėžys City and Panevėžys District have been possible due to the efforts of the Romanian Embassy in Lithuania to support the conclusion of collaboration and twinning agreements between local authorities of Lithuania and Romania. As result of that effort, two preliminary visits for mutual acquaintance have been carried out, in April 2014 in Panevėžys and in September 2014 in Maramureș.
An important step towards the twinning was the first official visit in Maramureș County of Panevėžys District and Panevėžys City’s representatives, which took place on 17th of September 2014 and the signing of a declaration of intention for future cooperation. Eight representatives of the two Lithuanian municipalities attended at the working meeting organized in Baia Mare by Maramureș County Council, for preliminary discussions on the twinning. The visit of Lithuanian officials took place after the first visit in Lithuania of the Maramureș County Council’ delegation, held in April 2014.
Common activities within the twinning relation
1st-20th June 2020 - Participation of young dancers from the Transylvanian National Folk Ensemble in the International Online Festival-Dance Competition-2020 ”Dance virus-2020”, organized by the Ramygala Cultural Center of Panevėžys District together with the municipality of Panevėžys District in Lithuania, representing a topical initiative, meant to alleviate the problems of social adaptation caused by COVID-19, by stimulating talented young people to implement creative ideas through the language of dance. The dancers from Maramureș won the popularity award in the online environment, the second prize and the third prize.
An official delegation of Panevėžys District and the Folk Ensemble ”All Together” attended at the XIth edition of ”Christmas in Maramureș” event, between 20th-22nd December 2019.
Representatives of Maramureș County Council took part, from 5th-7th July 2019, at the events held in Panevėžys District on the occasion of State Day, celebrated every year in Lithuania, on 6th of July.
A delegation of Panevėžys City together with the “Siaustinis” youth group and a delegation of Panevėžys District together with the Folk Ensemble “Virsnia” attended at the Vth edition of “Maramures Days”, between 17th-19th of May 2019.
Maramureș’ delegation participated, between 5th-7th July 2018, in a series of cultural and traditional events organized in Panevėžys District, to celebrate 765 years since the coronation of the only king of Lithuania - Mindaugas, a national celebration also known as State Day.
Representatives of the two twin entities from Lithuania took part at the IVth edition of "Maramures Days", between 8th-15th May 2018.
A delegation from Maramureș County visited Panevėžys, in March 2018, for the centenary celebration of Lithuania's independence. On 16th of February 1918, the Independence Act of Lithuania was signed, restoring the independent state based on democratic principles. On 11th of March 1990, the independent state of Lithuania was restored after leaving the former USSR.
The delegation of Maramureș County Council visited the district and municipality of Panevėžys, on the occasion of cultural events dedicated to the anniversary of the municipality, between 8th -11th of September 2016.
Representatives of Maramureș County visited Panevėžys district, between 10th -13th September 2015, for the "Harvest 2015" Festival, and visited several agricultural, social and educational objectives in the Panevezys district.
A delegation of Panevėžys District attended at the first edition of the yearly event ”Maramureș Days”, in May 2015.
Between 9th-14th of March 2015 an official delegation from Maramureș County Council visited Panevėžys District and Panevėžys City, to sign the Cooperation Agreement between Maramures County and the two administrative entities from Lithuania. With this occasion, the representatives of Maramureş County visited the Waste Management System that serves both the district and the city of Panevezys and had a meeting at the Chamber of Commerce and Industry Panevezys.
Representatives of Panevėžys District and Panevėžys Town have visited Maramureș County between 16th-18th September 2014 for a preliminary discussion on the twinning between Maramureș County and the two administrative units in Lithuania. On this occasion, a meeting took place between the representatives of the Panevezys Chamber of Commerce and Industry and Maramureș Chamber of Commerce and Industry, discussing possible collaboration in the future. The visit also had a cultural component, the guests visiting several museums in Baia Mare and Sighetu Marmației.
The first preliminary meeting for the twinning between Maramureș County and the two administrative units in Lithuania took place on 23rd-26th April 2014, with the occasion of the visit to Panevėžys of the Maramureș County Council delegation. During this visit, the main features, economic potential and development opportunities of Maramureș County were introduced and afterwards, visited several industrial and cultural objectives in the city and district of Panevezys.
